In this role, you will develop and maintain effective strategic relationships and build the capacity of staff across The Foundation to ensure DFAT obligations and expectations are met. Essential criteria includes:

  • Master’s Degree in Public Health, International Development or related field

This is a newly created position in which your skills and expertise will be used to oversee the field operations supporting the Wellcome Trust funded Stronger SAFE initiative in Oromia, Ethiopia. Working closely with the Deputy Country Director, you will ensure effective organization and management of the field team, and high quality field data collection during project implementation.

To be successful in this position, you will have a Bachelor’s/Masters degree in Public Health/Infectious Disease/Biomedical Science, along with formal training in Epidemiology or Medical Statistics. Your experience includes researching neglected tropical diseases or global/public health, including study design, data collection, analysis and write-up. You will have significant experience in managerial or team lead positions, as well as good contextual knowledge of the Ethiopian health system and public health issues. Key to your success will be your team work, leadership, negotiation, advocacy, analytical and communication skills.

Background

In countries affected by conflict and war, Women for Women International (WfWI) supports the most marginalized women to earn and save money, improve health and well-being, influence decisions in their home and community, and connect to networks for support. By utilizing skills, knowledge, and resources, she is able to create sustainable change for herself, her family, and community.

Since 1993, WfWI has served more than 462,000 women in 8 conflict-affected countries, including Afghanistan, Bosnia and Herzegovina, the Democratic Republic of Congo, Iraq, Kosovo, Nigeria, Rwanda and South Sudan. Since 2002, we have worked with over 20,000 men worldwide to support women’s rights and gender equality.

WfWI has been operating in Nigeria since 2000 and has served over 60,000 marginalized women in a 12-month training program that helps women know and defend their rights, influence decisions at home and in their communities, initiate activities that generate income and save money for the future. Women start small businesses and join to form village savings and loan groups as well as groups and cooperatives in income generating sectors. WfWI – Nigeria moved its headquarters to Jos, Plateau Sate in 2016 from Enugu state. Through our men’s engagement activities, WfWI influences knowledge, attitudes and behaviors towards women’s rights and participation. To date, the Nigerian team has reached over 7,000 men.

Purpose

The Monitoring and Evaluation (M&E) Manager oversees the successful implementation of WfWI – Nigeria country office’s monitoring and evaluation activities through implementation of established M&E strategies and guidelines. The M&E Manager will work in coordination with the Social Empowerment Manager, Economic Empowerment Manager and other relevant positions to ensure quality data collection, analysis and reporting to HQ. The M&E Manager reports to the Country Director and is a member of the WfWI - Nigeria Senior Management Team.

Responsibilities and Duties

Program Monitoring and Evaluation:

  • Develop field level framework and schedule of implementation for all components of the M&E system, in accordance with WfWI strategies and guidelines.
  • Coordinate closely with relevant program managers to facilitate the staff use of, and training in, all M&E forms.
  • Promote a culture of “Lessons Learned” and best practices of M&E activities, ensuring that data and processes are discussed in appropriate forums and in timely fashion for effective use in field activities.
  • Manage and provide guidance to the M&E team and other country office staff in the implementation of all monitoring and evaluation activities, programs and strategy.
  • Coordinate with Life Skills & Sponsorship Manager, Income Generation Manager and Sub-Office Coordinator to ensure that M&E data is integrated into all country planning, programming, and reporting.
  • Oversee data collection, training of staff and contractors in M&E activities and tracking of program participants and graduates.
  • Coordinate special evaluations, impact studies, and community assessments as needed.
  • Carry out regular field monitoring visits to oversee program activities and identify areas where adjustments are needed for better M&E reporting.
  • Compile reports on key M&E activities to fulfill data/ information requests from the country office and the Global Programs Unit in HQ, and maintain accurate records of communication.
  • Work in collaboration with the Director Monitoring, Evaluation and Research in the Washington DC (USA) headquarters to ensure that M&E activities in Nigeria are aligned with WfWI’s global strategic plan.
  • Prepare weekly work plans and monthly reports for submission to the Country Director.
  • Participate in country office strategy development and fundraising activities
  • Prepare operational planning, representing the Monitoring and Evaluation Department keeping team members informed of all changes in program strategy, policy, guidelines and expectations.

Personnel Management:

  • Performance manage direct reports in line with Women for Women International’s performance management framework, including the setting of annual performance objectives, development plans, performance appraisal and regular 1:1 meetings to review progress throughout the year.
  • Conduct weekly M&E departmental meetings and oversee time and attendance and work planning and scheduling of all staff in the M&E department.
  • Develop and implement a capacity building plan for the M&E department staff according to need; provide on-the-job training, coaching and support as required.

Budget Management:

  • Responsible for the efficient and effective use of the country office M&E budget.

The Fred Hollows Foundation (FHF) is an Australian not-for-profit organisation working for a world in which no person is needlessly blind and Indigenous Australians exercise their right to good health. Taking a health systems strengthening approach, FHF works with partners in 22 countries across Africa, the Middle East, Asia, Australia and the Pacific to prevent and treat eye disease. The organisation is seeking to engage an external consultant to conduct an evaluation of its programming in Burundi over the past two years and make recommendations on the strategic direction of the program going forward.

In 2015 FHF developed a strategy to working in partnership with a private sector eye health provider – Clinique d’Oeil (CdO), in four of the most remote provinces of Cankuzco, Ruyigi, Rutana and Makamba, to deliver eye screenings and cataract services.

With the project period nearing its end FHF is seeking to evaluate its programming in Burundi over the past two years and make recommendations on the strategic direction of the program going forward. It is expected that the evaluation will analyse the overall strategic choices made by FHF to support eye health care in Burundi and its partnership with the private Clinique d’Oeil, and make informed recommendations to guide and strengthen its future approach.

Evaluation team & qualifications

RFP: Supporting Marginalized South Sudanese Women Affected by Conflict

I. Introduction

For nearly 25 years, Women for Women International (WfWI) has empowered more than 462,000 of the most economically, socially and politically excluded women in countries affected by violent conflict with the knowledge, skills, and resources they need to be catalysts for change in their lives and families. Our holistic program offers women training in vocational and business skills, health information, and rights education so that they can overcome poverty, make healthy decisions, become leaders in their communities, and build local and global networks to advocate for their rights. Women for Women International has undertaken activities in eight countries: Afghanistan, Bosnia and Herzegovina, the Democratic Republic of the Congo, Iraq, Kosovo, Nigeria, Rwanda and South Sudan. In 2016, WfWI closed down its South Sudan office in Yei due to the escalating conflict and insecurity.

WfWI remains eager to return to South Sudan once the situation stabilizes. Until that time, WfWI seeks to support marginalized South Sudanese women affected by conflict through partnerships with local NGOs serving this population, inside and outside of South Sudan. Therefore, WfWI is seeking applications from local non-governmental organizations that currently work with or seek to work with marginalized South Sudanese women in Uganda and in South Sudan. Currently, we will not accept applications for supporting South Sudanese refugees in other countries such as Ethiopia, Kenya, etc. This request for proposals (RFP) contains all instructions and templates necessary to submit an initial application to be considered for funding under the grant program described below. A complete application should include the following items: Proposal and Timetable, Detailed Budget and Budget Narrative.

This RFP will be open until January 19, 2018. WfWI reserves the right to award one, several, or no grants based on funding available and the quality of applications submitted under this RFP.

II. Grant Details

A.Goal of the Grant

The main purpose of this RFA is to fund projects that support the lives and livelihoods of marginalized South Sudanese women impacted by conflict.

The projects proposed to WfWI should aim to achieve results that improve the lives and livelihoods of women impacted by the conflict, aligned with WfWI’s mission to help women:

· Earn and save money

· Improve health and well-being

· Influence decisions in the home and community

· Connect to networks for support

Some examples of project outcomes could include, but are not limited to, the following:

• Women served understand their rights and contribute to household decision-making

• Women served maintain sources of income and savings

• Women served increase their knowledge of health and critical disease prevention

• Women served increase their knowledge of GBV

• Women and men served participate in joint advocacy to reduce GBV in the community

• Women served share knowledge of rights with other women

• Women form attachments to group support networks

• Men trained on women’s rights

Given the short time frame of the grant and the funding levels, we encourage applicants to consider adding additional beneficiaries to a program they are already implementing with other funding.

  1. Participation of the Community

Participation is a key value of WfWI. Therefore, WfWI encourages applicants to take an active, participatory approach with their target communities. This approach encourages sharing information and experiences, and collaborating with beneficiaries and partners to focus on addressing common problems. Community involvement is encouraged at every step of the process, from the development of project ideas and project design, to the monitoring and evaluation of the project.

  1. Characteristics of Target Population

Through this RFA, WfWI encourages applicants to work with the mostmarginalized South Sudanese women impacted by the conflict. Target populations could include refugees, internally displaced persons, and women in their home communities. Where appropriate and essential to the success of the program, Ugandan women in host communities may be included as part of the target population; however, the majority of the direct beneficiaries should be South Sudanese women.

Target women should be those who have had little access to education and income generating opportunities. The targeted women could, for example, fall into the following categories:

· Female headed households

· War widows

· Illiterate

· Living below the $1.25/day income poverty line

· Disabled (if they can participate in activities)

· Survivors of GBV

D. Illustrative Projects

WfWI encourages applicants to propose creative and innovative activities to address the needs of the target population. Priority will be given to proposals that address either economic and/or social needs. Examples of the kinds of projects that may be supported by WfWI include, but are not limited to:

· Train women in key social and economic subjects, with a specific emphasis on Gender Based Violence (GBV)

· Train male leaders and male relatives of women on women’s rights and GBV

· Provide women a safe and welcoming space to come together

· Provide economic, social, legal and psycho-social support

· Provide women with skills, tools and opportunities to maintain current income streams and savings

· Provide women with skills, tools and opportunities to start or improve small business where feasible

III. Funding

The maximum amount of funding available for an organization under this program is $40,000. The budget must be prepared in USD and be based on activities described in the application.

The budget should cover a 6-month implementation period, beginning no later than April 1st, 2018**.** Funding will be subject to demonstrated successful performance.

WfWI intends to award at least one grant under this RFA. The total budget amount will be paid in a series of installments. In addition to a small initial start-up advance, the payment of installments will be based on deliverables (i.e. reports, program materials, etc.) that show the completion of a set of activities. The required deliverables and payment installments will be determined by the selected organization and WfWI. The schedule will be included in the grant agreement.

IV. Eligibility Criteria

In order to receive funding, an organization must meet the following eligibility criteria:

  • The organization must be a local not-for-profit and registered with the Government;
  • The organization must have been in existence and implementing programs related to women’s empowerment for more than two years;
  • The organization must be able to demonstrate that it has other sources of funding and is receiving support from the community in which it is working;
  • The organization must have solid accountability, financial management and program implementation structures in place; and
  • The organization must have ongoing implementation activities.

Upon receipt of the completed application materials, WfWI will screen applications to assess conformity with the eligibility criteria described above. Although not required, WfWI will look favorably on applications submitted by women-led NGOs.

VIII. Grant Oversight

Throughout the grant period, WfWI will maintain an oversight and monitoring role, which may include site visits, both announced and unannounced, and periodic conference calls, as well as triangulating with Government officials and other development stakeholders in South Sudan or Uganda.

Where needed, WfWI will provide grant management support and technical assistance to the grant recipients.

IX. Reporting

The payment of budget installments will be based on deliverables (i.e. reports, program materials, etc.) that show the completion of a set of activities. The activities, required deliverables and payment of installments will be determined in collaboration between the selected organization and WfWI, as part of the grant negotiations. The schedule of deliverables and payments will be included in the grant agreement. WfWI expects there will be approximately three installments. The final deliverable will likely be a final report.

WfWI expects timely delivery of quality deliverables, per the grant agreement, and will not release payments unless the deliverables are satisfactory.

With your proven success in developing new project designs along with excellent project coordination skills, including effective application of monitoring and evaluation systems. Your ability to cultivate key relationships will be your strength developing strategies and resources to influence, persuade and build the confidence of partners and stakeholders.

Essential criteria includes:
• 10+ years’ health management, health systems, and public health experience. • Experience working with corporate donors. • Experience working for the Rwanda government in capacity building. • International representation experience. • Familiarity and knowledge of working with donor organizations and development partners. • Developing and implementing evidence based advocacy programs experience. • Excellent interpersonal and intercultural sensitivity. • Strong oral and written communication and presentation skills in English. • Demonstrated ability to work independently and in a team environment.

The Fred Hollows Foundation, an international NGO founded in 1992 has been a driving force in the development and implementation of blindness prevention programs in some of the poorest and most isolated regions in the world. Currently operating in 25 countries throughout Africa, South Asia and South East Asia, The Foundation is working to end avoidable blindness.

Reporting to the Deputy Country Director you will be accountable for implementation and coordination of project activities focusing on the Surgery components of the SAFE strategy in line with agreed project guidelines and objectives.

To be successful in this position, you need to have master’s degree in Public Health, International development or another related field and significant experience in the NGO sector, managing complex programs in public health or general development programs with significant experience in eye health programing. Experience in TT surgery activities including training, planning, research, monitoring & evaluation will also be an added advantage.
